To borrow:

Over the years, the Smithsonian Institution Libraries’ Translations Program has sent gratis copies of its published translations to 170 university and research libraries around the world. Check your local research library to see if it has a copy, or borrow through your public library on interlibrary loan.

To purchase a copy:

The National Technical Information Service acts as a clearinghouse for SIL translations. They photograph the text so that when stock runs out, the book can be purchased on microform. To find out more about purchasing translations...
