Description:Correspondence and memoranda concerning the design and issue of the eight-cent Canal Zone 159 and eight-cent envelopes, eleven-cent envelopes and surcharging of existing stocks to meet the new rate requirements. Letter of 09/10/1971 informing the United States Envelope company that there is a flaw in the basic design of the embossed stamp of the new long airmail stamped envelopes making them unusable and the will be destroyed. The short envelopes are good, but there are errors in the packing count for these.
